In Moulins (Allier), €2.8 million for equipment for Moulins Tennis, the Pierre-Faure stadium and the Hector-Rolland stadium
More efficient equipment, more adapted to the practice of sport, more respectful of the environment. To meet these objectives, three neighboring sites located on the banks of the Allier river will benefit from an overall envelope of 2.8 million euros: the Hector-Rolland stadium used by the teams of Moulins-Yzeure Foot (MYF ) and the Moulins Football (ASM) sports academy, the Pierre-Faure stadium for the FCM rugby players and the building housing the two covered courts of Moulins Tennis.
During the general presentation of the project, a meeting which took place Thursday evening at the FCM clubhouse with the participation of representatives of the four sports associations, the prefect of Allier and elected officials, Pierre-André Périssol spoke of a “very strong investment for football, rugby and tennis”. The mayor of Moulins explained, in essence, that the development of sports practices in a city is directly linked to the quality of the equipment available to the inhabitants to carry out their activities. The city councilor also considered that these investments come at the right time to strengthen sport at a time when, since March 2020, club activity has been stopped for several months, then slowed down by the health crisis.
Optimize sites, develop the practice of sport
In the current context of a revival of sport in France to cushion the fallout from the Covid, the prefect of Allier, Jean-Francis Treffel, recalled that the State had contributed 560,000 euros to this €2.8 million envelope intended for the three Moulin sports venues. An envelope matched by the Department (1.1 M€), by the City of Moulins (940,000 €) and by the Region (200,000 €).

The renovated artificial pitch of the Hector-Rolland stadium and the one that will be created in place of the current grass pitch of the Pierre Faure stadium guarantee, for example, maintenance without fertilizers or pesticides. Reduced to a state of urban wasteland, the room housing the two covered courts of Moulins Tennis (former committee) will also be metamorphosed after a complete renovation which it badly needed.
Create a dynamic
In the more or less long term, the municipality hopes that the dynamic generated by the modernization of these sites dedicated to sports, on a global area combining the sports hall, the swimming pool, the athletics stadium and the skatepark, will also allow the organization of large-scale events, like what the neighboring town of Vichy is able to offer. The name given to this sports area leaves no room for doubt: Center international des sports Hector-Rolland. International ? For now, we are not there yet. But this area of several hectares located along the Allier River is not lacking in assets. And the long-term project of redevelopment of the banks should allow it to boost its attractiveness.
For the tennis players of Moulins Tennis
The project was eagerly awaited by the licensees of Moulins Tennis, to say the least. In a state of deep dilapidation, great obsolescence accentuated by the fire which had partially ravaged it in March 2015, the building housing the two covered courts of the Moulinois club will be completely renovated: efficient thermal and acoustic insulation, installation of lighting LED, creation of individual locker rooms instead of the collective locker room, re-equipment of sports equipment, accessibility for people with reduced mobility. And change of surface for the two sites of the site which will be redone in resin.
The building housing the two covered courts of Moulins Tennis will be completely renovated. What will remain of the current building? Response in March or April, following the call for tenders which will be launched with a view to carrying out the work. The start of construction is scheduled for May 2022 for completion at the end of 2022. Work that will also allow "architectural integration" for this infrastructure located in the immediate vicinity of the second bridge.
For FCM rugby players
The lawn on the Pierre-Faure stadium's main pitch is going through its last season. It will be replaced by a synthetic turf with a height of 60 mm with, under this World Rugby approved turf, a flexible layer with a thickness of 25 mm. Good news, especially for the joints of players who will benefit from greater playing comfort, with reduced risk of injury.
Last season for the turf on Pierre-Faure's main pitch replaced with synthetic Synthetic is also the guarantee of being able to play in (almost) any weather. Except in case of snow. The development work will take place from March 7 to June 24, 2022. Other good news for the main pitch: the creation of lighting with 32 LED projectors. For MYF and ASM footballers
Renovated between October and December 2021, the synthetic pitch at the Hector-Rolland stadium was put into service. It is a 40 mm FIFA-approved turf, with a flexible layer with a thickness of 10 mm (new).
